I tend to use the rule of thumb (medieval times, I think) that settlemet
of a given size has four times more people supporting it in smaller
settlements.
So a village/town of a hundread people will have four hundread people
living around it in smaller villages and outlying farms.
Something like that. A city state where the city has 10 000 individuals
would have a population of 50 000+ all in all. The 20% urban is propably
pretty much the high end up to until very recently.
