River of Cradles hints that some are about to be granted, but doesn't give 
any details.

I've decided that the grant south of Raus's which includes Bilos Gap (which 
contradicts Borderlands sort of) has been recently granted so there is a 
temporary fort with a new permanent fort in progress. Haven't decided who it 
is yet though.

The grantlands were unsettled before (though Praxian tribes have been pushed 
aside). So yea, I guess it would depend on what the grantholders do. I've 
been playing Raus as mostly concerned with his current holdings, figuring 
he's not going back to Peloria in his lifetime. So he's keeping a low 
profile as the Lunar army responds to rebellion in Sartar (I'm not following 
the timeline as known, but the Boldhome rebellion has occurred and revolt is 
bursting out in Sartar, and the Lunar army has been pulling troops from 
Pavis to help in Sartar). The PCs have departed Sartar to get away from the 
war.
