[Glorantha] Mongoose runemagic

What it sounds like, from reading the teaser, is a new take on the
godsblood crystals we all know and love. It's not a bad take either, I
think. If the crystals (or runes) are plentiful enough, they represent a
fairly quick and easy access to the primal magical forces of Glorantha.

I've often thought about re-working the crystal rules of RQ-2 / Elder
Secrets, to bring them more in line with the runes. Parhaps it will turn
out that Mongoose has done much of the work for me.
