[Glorantha] Magician numbers

The way I read your numbers is that on the average for every thousand
people in a community there would be:

 * 16 magician specialists under 1w in their ability.

 * 4 magicians in the w1+ range

 * One powerful magic user with w2+ range

This being Glorantha, pretty much everybody has some magic, but the
average person propably has common magic spells like "hammering song"
and "dull pain" (asperin, for use after hitting own thumb).

The 16 people would be magic specialists, apprentices, young monks,
village liturgists and so on. More magically oriented than the average
citizen, but not very powerful or skilled.

The 4 people would be the actual Adept's and other magically potent
people.

the one powerful individual includes the Bishops, but possibly also heads
of monasteries, other wizards that are magically (but not politically)
powerful and so on. There propably can't actually be a bishop for every
1000 people afterall. A community of a thousand people, afterall, would be
a small town of 200 people, and the rural villages and farms that support
it.
