I don’t know the details.
It’s so far removed from the story at hand that I’ve not bothered to 
figure such
details out.
What I do know is that it was a massive effort, taking years and hundreds of
thousands of hours of support and prayer to perform, far far beyond the 
ability
of any individual or even group of player characters to change.

Yes, the wrong way is to assume it affected Storm Bull.

I doubt any well informed Orlanthi would say this (unless he was talking to a
Lunar

It is. The Urox storms exist outside of Orlanth and not even affected by the
annjual changes in Orlanth’s own movement, which afect nearly the rest of the
surface world. Storm Bull storms come from Storm Bull himself, who hovers over
the corpse of the Wastelands and throbs, sometimes larger or sometimes 
smaller,
and/or moves more or less north, south east or south west. If it goes 
southwest,
it blows the wastes into Prax.

The Urox winds were not affected.

The Urox Winds are not the ordinary air of Prax.
Ordinary air is the realm of Little Brother.
The Urox Winds (or Prax) are the storms, generally carying sand or 
other debris,
that come roaring into Prax from the Wastelands.
