You aren't 'Alowed' to lie, you simply aren't directly punished for
it. There is a difference.
Every time your character lies, he knows he is doing something directly contrary
to the teachings and ethos of his god.

You are right however that statements such as 'Issaries merchants don't steal'
are far too simplistic. The truth is somewhere inbetween - Humakti KNOW that
lying is WRONG, and Issaries merchants KNOW that stealing is WRONG,
but they are not under absolute compulsions not to do these things.
