My thoughts are as follows:
The evidence argues against a Carmanian origin for Humakt for the following reasons:
Hu'Makt is a God, not a Saint. The Carmanians took Gods from the surrounding cultures, after their Wizards were defeated by the Logicians.
Arkat is supposed to have followed Humakt, while allied with Orlanthi people - before there were any Carmanians. (While this might have been Humath and changed with the God, I think otherwise on the grounds that a warrior cult is more what Arkat would have wanted.)
The name Humakt appears to fit better with the Heortling language than Carmanian. ("Makt" looks Germanic, probably related to the German "macht", and also appears in Helamakt).
Humath is definitely a Storm God, and likely to have been included in the Orlanthi pantheon.
I propose that Humakt began as a warrior subcult of Humath, just as Helamakt is a warrior subcult of Heler. At some point the subcult became so dominant and the other aspects of Humath ceased to be worshipped. (This process may have started with Arkat).
The Carmanians encountered Humakti and took the God into their own pantheon. The Humakti dedication to honour and truth would have impressed the Carmanians who value those virtues highly. They may have encountered Humakti as mercenaries or perhaps as allies against the EWF.
