Ernalda can be contacted within the Glowline as Greg said something
to that effect when the "Dead Air" was first mentioned (before OiD was
published).

Because they have the Lunar cult of She-Who-Waits who is part
of HonEel's cult and Ernalda's.  IMO it's this connection that
sustains her within the glowline.  I also feel that the She-Who-Waits
cult is contactable outside the glowline during the Fimbulwinter
to make it more attractive to converts.  Why then are there no
Tarshite missionaries in OiD?  I assume some unknown political
development prevented the Tarshite missionaries from being sent
out.
