An a-la-Vichy-collaborationist during the EWF (Empire
Age, i.e. second age, before the DragonKill) rule over
Dara Happa would probably fit. EWF missionaries were
heortlings allied with the dragonewts, to a certain
extent, till the ditto DragonKill.
Or a Pavisite...........

I haven't at hand the correct dates of the dragon rule
over DH, but it was definetly in the second age.
