IIRC, it was in the Glorantha Book of G:CotHW, or else in the (small)
Heroquest section of Elder Secrets. And yes, it clearly states that Arkat,
having understood the intrinsic danger of "stray path" Heroquests, i.e. of
letting others do what he himself had done, managed to leave some of his
followers in order to block possibly dangerous "forks" in standard paths.
Arkat is supposed to know where the potential divertions are most likely to
take place, of course.

Apparently this did not stop the God Learners from doing all the damage they
are supposed to have done on the Hero Plane. Is it possible that most
guardians have been defeated/corrupted by the GLs?
