It does. I rather wish the HQ rules had dealt with community support in
steps of 7, but I suppose the numbers would have been awkward.

There is no such thing as "impossible". The worst you can get is a 10W15
resistance. And that's Glorantha saying "stop messing with me", so it won't
happen often.
