Right, I thought it was a bit high. Still the seven based thing looks
nicer for ritual magic.

And speaking of that, your example would hold, for strict numerical magic.
Apparently not in Glorantha though, since even in your quoute there is
that "...to be assured of...", which seems to indicate that with a lesser
congregation things are more difficult, not impossible.
