At the start of the LBQ, there was still some, but not much, difference between the surface world and the underworld. By the stage
of the ritual of the net, all barriers between the worlds have been erased (at least, as far as everyone outside the East are
concerned). So Orlanth could have arrived at the same place without going on his quest, but it was his decision to actively try to
fix the world that came him the relationships required to play such a leading role.
